What Happened to the Original OT Levels?

Are they exteriorized?

Perhaps one never appreciates the benefits which result from exteriorization until he runs, with a case which has been exteriorized, a drill of exteriorization-interiorization with solid objects. This step, the principles and operation of which will be covered in an early PAB in greater detail, demonstrates the great difference which can be achieved in a preclear who is made able at last to exteriorize from and interiorize into any and all objects and spaces at will.

The original OT Levels for the most part deal with phenomenon of exteriorization “defined as the act of moving out of the body with or without full perception” and improving an individuals ability to perceive and operate outside of the body once exterior.

Such techniques were developed in 1952. Yet were abandoned at lower levels for the following reasons covered in HCO BULLETIN OF 22 MARCH 1970 EXTERIORIZATION AND HIGH TA:


These are not now used because the person (a) still being aberrated and not Clear, soon returns to his body and (b) when audited thereafter has trouble.


Thus many of these actions developed during the early stages of Scientology’s development which became known as “Route 1” in the book Creation of Human Ability  and related lectures were transposed to the upper levels of the Grade Chart. Above what was known as OT Section III.



The subject of Scientology is to some degree developed in reverse order. The task was to undercut the current level of Man and this was the general target. Therefore one finds the higher levels publicly spoken of most frequently in the earlier books and tapes (between ‘51 and ‘55). In seeking full application to others and attainment for them of their potentials it was necessary to codify the materials and develop processes for them.


Any difficulties people were having with going Clear were handled in the mid ‘60s and OT levels as they exist in Advanced Orgs were completed by ‘68. There are perhaps 15 levels above OT VII fully developed but existing only in unissued note form, pending more people’s full attainment of OT VI & VII.


Then in 1978 he discovered the level known as NOTs or New Era Dianetics for OTs. As one can see from RON’S JOURNAL 30 1978—THE YEAR OF LIGHTNING FAST NEW TECH:


  • **  9. OT III EXPANDED.
  • **  10. OT VII. This is an auditing step by a professional OT auditor. It can begiven in any sequence after OT III and before OT VIII.

†** 11. NED FOR OTs. This is the big news of the OT world. AO auditors were spe- cially trained at Flag and are just now on their way back to AOs to deliver it. I he new Division 4A Flag is an AO now and had its gala opening and its first avalanche of pre-OTs on December 16. There is very wild excitement on the results of NED for OTs as, of course, they’ve never been seen before on this or any other planet. NED for OTs can be given any time after OT III and before OT VIII and is a prerequisite for OT VIII.

  • **  12. OT IV.
  • **  13. OT V.
  • **  14. OT VI.
  • **  15. OT VIII. Although several upper OT grades have been researched, pre-OTs were not ready for them and so they were not released. The needed link which makes it possible is NED for OTs which is its prerequisite. The upper levels above VIII will probably be released from time to time into the future. OT VIII’s release is a real cap for the tech breakthroughs of ‘78.


He originally placed its position after Original OT VII which in many cases was done before OT III Expanded and before Original OT IV. The “†” signifying a new rundown, level or action.

Thus there doesn’t seem to be intention on his part to relegate the original OT levels to the status of “no longer used” or “historical background data.”

Yet somewhere along the line in late 1981, early ’82. These earlier levels were replaced by “New” OT levels in the Grade Chart issued at that time.

Who was responsible for this change?

Again one looks in vain to find an HCOB or policy letter written by Hubbard himself canceling these levels or instructing the Organization to make such a radical change in the structure of the Scientology Grade. Especially one that would be considered such a blatant Technical Degrade of the subject according to the policy by that title or would violate another one entitled Out-Tech.

As noted earlier in my chapter on Shadow Management . Many of the structural changes made in the Organization itself during this period were not at the time nor anytime later supported by any change in actual policy.

The same could be said about the original OT Levels.

To reiterate what Hubbard says in the Scientology Scriptures about all of these “changes”:


No Aides Order or Flag Bureaux Data Letter or Executive Directive, Directive or Base Order of any type or kind, written or verbal, may alter or cancel any policy letter or HCOB. These remain senior.

HCO Policy Letters are senior in admin. HCO Bulletins are senior to all other orders in tech.

Only Policy Letters may revise or cancel Policy Letters. Only HCOBs may revise or cancel HCOBs.

No Aides Order or other directive or order may abolish a network or org or change the form of an org.

HCO PLs and HCOBs require passing by LRH or the full authority of Inter- national Board members as well as the Authority and Verification Unit.

Telexes which inform orgs or executives of modifications or cancellations of HCO PLs or HCOBs must quote the revision HCO PL or HCOB, and the revision must in fact exist and itself be issued and follow.

Any practice by which junior issues such as directives abolish networks or make off-policy changes can only result in the destruction of networks, orgs and tech.

This is therefore a HIGH CRIME policy letter and it is an offense both to follow or obey or issue any verbal or written order or directive which is contrary to or changes or “abolishes” anything set up in HCO Policy Letters or HCOBs, including the downgrade of “that’s out-of-date” or “that’s been cancelled” with- out showing the HCO PL or HCOB which revises or cancels.

HCO PLs and HCOBs are proven by time and are the senior data on which we operate.



Thus again there is really no paper trail that actually leads back to Hubbard and linking him to the scene of the crime.

In which case we can only name the probable suspect. One who was assigned to supervise the overall delivery of the technology at the time and that would be David Mayo who would some time after that would be labeled a “Squirrel” which in Scientology parlance means someone who alters the technology allegedly by Hubbard personally.

As we can see in “Story of a Squirrel” in which Hubbard is liberally quoted at various times saying some rather derogatory things about Mayo which are not attributed in any way.

Whatever the case. Mayo is removed from his lofty position as the Senior Case Supervisor International and replaced by Ray Mithoff rumored to have taken over a thousand hits of LSD (a drug that was popularized by the CIA) who pretty much leaves the changes Mayo probably instituted to the Grade Chart intact.
