Shadow Management

Orgs which are “on- policy” prosper. Periods of depression provenly follow off-policy actions. Therefore it is good sense to follow policy. When people who are ignorant or destructive get into an org, issuing orders or “setting policy,” it is quite certain that trouble will follow.



In the early 1980’s there was a seismic shift in Scientology Management.

For almost two decades the Management of Scientology was shared by two separate entities World Wide in Saint Hill Manor the name that one sees prominently displayed at the top of every HCOB and Policy Letter and the Sea Organization FKA the Sea Project originally from where L Ron Hubbard conducted his research into the Upper Levels of Scientology above Clear that would soon become the entity responsible for founding and establishing Advanced Orgs in various parts of the world.

The beauty of this arrangement was that it provided a check and balance to the Scientology Network in general and prevented it from becoming a virtual dictatorship controlled by one individual.

This all changed in the late 1970’s and early eighties when the Sea Org took over entirely after the downfall of the Guardian’s Office World Wide which included the Controller’s Office as well. A subject I will cover in greater detail in a later post.

Needless to say the raids conducted simultaneously by the FBI  in Washington DC and Los Angeles and subsequent indictments caused quite a lot of confusion. What could be considered a Third Dynamic Engram. One this author believes the Church of Scientology never recovered from and has continued to dramatize to this day.

It was during this time that a new Network calling itself the “Commodore’s Messengers Org” . One allegedly created by former Commodore Messengers but included many who weren’t including possible CIA “Agent of Influence” David Miscavige and Bill Franks who has since admitted to being an FBI Informant . Seized control of the Organization.

One looks in vain to find any reference to the “Commodore’s Messengers Org” in the latest edition of Organization Executive Course (OECs) volumes and the Management Series Volumes which could be considered the Administrative Bible of Scientology’s policy and Organizational structure in its indices.




Don’t for heaven’s sake mistake alter-is by somebody as evidence of a hidden line.

In Scientology we say “If it isn’t written it isn’t true”. That applies to orders. Somebody says “Ron said to . . .” and on a veteran staff you hear the rejoinder “Let’s see it”. I’ve had raw meat walk into an org and say “Ron said I was to have 25 hours of auditing”. And in the raw meat days of orgs, they sometimes were given it. So we have learned the hard way-“If it isn’t written it wasn’t said”.

And that applies to anybody’s orders, not just mine.

And on tech and policy, it’s equally true. If it isn’t in an HCOB or an HCO Pol Ltr or recorded on a tape in my voice, it isn’t tech or policy.


Aside from the “Commodore’s Messenger Org” the same could be said for much of the Byzantine structure created by Management at that time which would later be presented to the public almost a decade after the fact  in a booklet entitled The Command Channels of Scientology that would make its ephemeral debut in the early nineties only to fall down some memory hole a short time later. Virtually vanishing from sight like the famous Scientology Org Board which at one time was prominently displayed  in all Church of Scientology reception areas.

One could ask the question why weren’t these so called “Command Channels” established by Scientology policy?

Especially since Hubbard  would personally in a lecture Ron’s Journal 38 released on  New Year Eve gives the impression that he fully supported current management’s actions including their establishment of the Religious Technology Center (of which more later) where he would transfer possession of Trade and Service Marks.

What isn’t mentioned in the lecture is the organization that would gain control of his copyrights on the subjects of Dianetics and Scientology. The mysterious Church of Spiritual Technology  which would understandably become the subject of various conspiracy theories.

So slap on that tin foil hat and ensure that your favorite beverage isn’t spiked with LSD as we go through the looking and down that rabbit hole.
